The Hospital Care Assurance Program (HCAP) is the State of Ohio's Medicaid disproportionate share program. This site is intended to provide a comprehensive source of information relating to HCAP. HCAP Model Released. On 9/29/2009, ODJFS released the Final HCAP Model for 2009. Assessments are scheduled to be made on October 3, 2009 and
October 27, 2009 while distributions are scheduled to be made on October 22 and November 5, 2009
